W. V. M. Koch has been a member of the Medical Service in
the Colony of Trinidad and Tobago since 1889. During that
period he frequently acted as Medical Superintendent of
some
the Lunatic Asylum and other medical institutions containing,
500 inmates, and always discharged his duties in a very
satisfactory manner, and I can confidently testify to his
administrative abilities in the management of medical
institutions, as well as to his high professional qualifi-
cations and feel sure that if appointed to the post of
Medical Superintendent of the Caterham Asylwn, he will
discharge his duties with zeal and ability.
